Gets login parameters connection timeout.

[out] A pointer to a variable that receives timeout value.

PRL_RESULT. Possible values are:

PRL_ERR_INVALID_ARG - Invalid handle or null pointer was passed. PRL_ERR_SUCCESS - Function completed successfully.
