Sets the total rate for specified shaping entry.

The network total rate in Kbits.

hNetworkShapingEntry

A handle of type PHT_NETWORK_SHAPING identifying the shaping entry.

PRL_RESULT . Possible values:

PRL_ERR_INVALID_ARG - invalid handle or null pointer was passed.

PRL_ERR_SUCCESS - function completed successfully.
